Graduated from the Warsaw School of Economics. Moreover, has got a postgraduate degree there in the area of “Preparation and implementation of PPP projects”. Bartosz has been working in the Centrum PPP from the very beginning, since it was set up in July 2008.
Author/co-author of plenty analysis and publications in the area of public-private partnership.
Speaker at national and international PPP conferences and debates (e.g. India, Kazakhstan, Turkey, Germany, Czech Republic, Slovak Republic, Italy, Switzerland). Chairman of several PPP events (e.g. Poland, Netherlands, Austria).
Bartosz has carried out plenty PPP trainings and workshops in Poland and abroad (e.g. Azerbaijan, Moldova, Kazakhstan, Ukraine). Moreover, Bartosz has been lecturing at the National School of Public Administration in Poland.
Participant in PPP working groups established by Centrum PPP, which have been preparing PPP guidelines – general rules and good practices on PPP implementation in particular sectors of the economy in Poland (healthcare, transport, waste, social housing).
Bartosz has organized series of PPP Workshops in different sectors of the economy for public authorities interested in PPP.
Coordinator of the Leonardo Da Vinci (Transfer of Innovation) Project “Transeuropean Promotion of PPP”, which aim was to accelerate the transfer of PPP experience, skills and procedures between entities in the European Union (mainly United Kingdom, Turkey, Ireland, Portugal and Poland).
Currently coordinating Leonardo da Vinci (Partnership Project) PPP-MAR, which aim is to cooperate to promote the idea of clustering (packing) small PPP projects into a one bigger tender. Partners in the Project: Polish Centrum PPP, Belgian PPP Unit and World Health Organization.
Furthermore, Bartosz is responsible for the cooperation with the PPP Units all over the world and has been representing polish Centrum PPP in the United Nations Economic Commission for Europe (UNECE) Team of Specialists on PPP.
Since 2013, the Managing Director and the Vice Chairman of the Board in the Centrum PPP.
Since 2014, Council Member in Poland in the International Project Finance Association (IPFA).
