Chairman of the Supervisory Board of PKP JSC, former Vice-Minister of Transport and Construction in the first Government formed by Law and Justice party – PiS (during 2005-2007), economist, academic professor, many-year head of Logistics Department in the University of Gdańsk and Mikołaj Kopernik University in Toruń, author of many scientific publications in the field of logistics and transportation. In the course of his term the Government accepted ‘Strategy for Railway Transport by 2013’, that was aimed, first and foremost, at: providing appropriate conditions for efficient management in the railway sector, stimulating continuous improvement in quality of rail services, efficient usage of human resources and optimisation of employment. The strategy also defined executive tools of strategic targets such as write off debts of the railways, transfer of the rail regional services to self-government authorities and limited privatisation. The strategy presented a formula for restructuring of organisation structure of the Polish railway sector in order to adjust it to tough competition on the liberalized railway market with clearly featured regulatory functions of the State in those fields where the railway market can’t function under purely market conditions. Nevertheless, the key tools of the strategy were: writing off debts of the Polish Railways and creation of suitable conditions for absorption of EU funds, particularly in relation to development of railway infrastructure. Fulfilment of the strategy’s targets had produced expected results as the first time since many years companies of the PKP Group gained positive financial result.
