Doctor of Social Sciences, with a postdoctoral degree (habilitation). Professor at the Institute of Economics and Finance of Warsaw University of Life Sciences - SGGW (Department of Finance). He specializes in the legal and financial issues of development policy instruments, EU common agricultural policy and public finance. He is a legal counsel. In the years 2002-2022 local government councilor in the Lublin Voivodeship.
