Is the Head of International Relations at the Welsh Government. He leads the teams responsible for managing Wales’s priority bilateral partnerships, including relationships with Brittany, Baden‑Württemberg, Silesia, Ireland, Canada, the Basque Country and Catalonia. David also oversees engagement with key third‑party networks that support the delivery of the Welsh Government’s international priorities. These partnerships and networks play a central role in advancing Wales’s public diplomacy and soft‑power objectives.
David has previously led the development of the Welsh Government’s Circular Economy Strategy and its Economic Action Plan.
