Gabriel Gorbačevski

Position: Deputy Minister
Has extensive experience in shaping national energy policy, fostering international cooperation, and managing strategic energy projects. Before assuming the role of Vice-Minister of Energy, he represented Lithuania’s interests in Poland for nearly eight years, serving as Deputy Energy Attaché and Energy Attaché at the Embassy of the Republic of Lithuania in Warsaw from 2017 to 2025. In these roles, he coordinated strategic energy projects between Lithuania and Poland, such as synchronisation of the Baltic electricity networks with the Continental European grid and construction of the Gas Interconnection Poland–Lithuania (GIPL) pipeline. Mr Gorbačevski was appointed Adviser to the Prime Minister on Energy in the beginning of 2025, and later – Adviser to the Prime Minister on Energy and Climate Change.
