Sebastian Skuza

Professor at the University of Warsaw, holding a habilitated doctorate in economics and a PhD in law, specializing in public finance, financial markets, and banking regulation. An expert with extensive experience at the intersection of academia, public administration, and the financial sector.
He began his professional career at the Ministry of Finance, where between 1999 and 2012 he progressed through all levels—from junior civil servant to Deputy Director of the Financial Market Development Department. In this role, he was responsible for key banking sector regulations and financial stability frameworks.
He has significant experience in institutional governance, having served as a member of the Supervisory Board of the Warsaw Stock Exchange and the Supervisory Board of Bank Gospodarstwa Krajowego. At BGK, he also held executive roles as Managing Director and Director of the Compliance Office, overseeing, among others, capital investments, ownership supervision, and legal affairs.
Between 2017 and 2023, he held senior government positions as Undersecretary of State at the Ministry of Science and Higher Education and Secretary of State at the Ministry of Finance. His responsibilities included the state budget, public debt management, local government financing, and EU funds. He also served as the General Inspector of Financial Information.
Author or co-author of approximately 160 academic publications. Supervisor of over 500 undergraduate and graduate theses, as well as four doctoral dissertations. A respected academic lecturer and expert actively engaged in public debate and the development of Poland’s financial system.
