Holds a PhD in Economics and an MSc in Agricultural Engineering. A long-standing academic and lecturer affiliated with the Academy of Applied Sciences Mazovia. Graduate of the Siedlce University of Natural Sciences and Humanities, the Warsaw University of Life Sciences – SGGW, and postgraduate studies at the Warsaw University of Technology.
Between 2008 and 2016, member of the Scientific Councils of the Institute of Agricultural and Food Economics – National Research Institute (IAFE-NRI) and the National Marine Fisheries Research Institute (NMFRI). Author of numerous scientific and popular science publications.
In 2008, Director of the Mazovian Agricultural Advisory Centre. Between 2008 and 2011, President of the Agricultural Property Agency.
From 2012 to 2016, Director of the Fisheries Department at the Ministry of Agriculture and Rural Development, and Adviser to the Minister at the Ministry of Maritime Economy and Inland Navigation. During this period:
- acted as Managing Authority for the Operational Programme “Sustainable Development of the Fisheries Sector and Coastal Fishing Areas 2007–2013” and led preparation of the Operational Programme “Fisheries and Sea 2014–2020”, including negotiations with the European Commission;
- participated in meetings of the Agriculture and Fisheries Council of the European Union and in the work of the European Commission on the reform of the Common Fisheries Policy (CFP) and the European Maritime and Fisheries Fund (EMFF);
- managed the preparation of legislative acts on fisheries and sustainable development of the fisheries sector co-financed by the EMFF.
Also has practical experience in managing a family farm.
