Anastase Shyaka
Position: Ambassador of the Republic of Rwanda to Poland
- Rwandan academic, politician, and diplomat currently serving as Ambassador of Rwanda to Poland (since 2021).
- Former Minister of Local Government (2018-2021), overseeing territorial administration and decentralized entities, community development, and social protection.
- Founding CEO of the Rwanda Governance Board (2011-2018) and developer of the Rwanda Governance Scorecard, a kind of National index to spur accountability, government efficiency and service delivery;
- Served on multiple regional Task-Forces dealing with peace and political processes, including for East African Community (EAC) and International Conference for the Great Lakes Region (ICGL);
- Held senior academic roles at the National University of Rwanda, including Director of the Center for Conflict Management, a research Center that contributed to post genocide reconciliation in the country and regional peace building; where he pioneered the creation of the Master’s programs in Genocide Studies and in Peace & Development Studies,
- Served on multiple national and international boards, including the UNDP Global Center for Public Service Excellence based in Singapore;
- Holds a PhD in Political Science & MSc in Chemical Technology.
- Fulbright Scholar in Residence at George Mason University and Northern Virginia Community College (2007)
- Best Diplomat Award in Poland (2025) by Centrum Stosunków Międzynarodowych (CSM) & Think Tank.
