Engineer, economist, specialist in the renewable energy market and solar energy technologies. He is a founder and president of the Institute of Renewable Energy (IEO). He is also the initiator of the project of building in Poland Gigafactory of photovoltaic cells realized by Giga PV S.A. ('2020), the concept of introducing into Polish district heating the construction of zero emission RES with seasonal heat storage (two quotient projects '2021) and works as a lecturer and tutor of postgraduate studies "Renewable Energy for Business" organized together with the Warsaw University of Technology. He was a Director of the European Commission's Center for Renewable Energy Sources (RES), a Chairman of the European Commission's Reflection Group on Sustainable Energy, a member of the Steering Committee for Energy in NCBiR (The National Centre for Research and Development), the NCBiR Editorial Team for New Energy Technologies and the member of the National Development Council to the President of the Republic of Poland for the term 2015-2020. He led the work on key governmental expert appraisals for renewable energy on the directions of legal development and economic evaluations of RES technologies. He is a co-patron of the first national "Renewable Energy Development Strategy" (2001), the first draft of the Renewable Energy Sources Bill, objectives of the green certificates system (2005) , initiator of prosumer amendment to the RES Bill ('2015). In 2013 he implemented in Poland the method of calculating the Levelized Cost of Energy (LCoE) as a basis for comparative economic evaluations of energy technologies. He was the winner of the title "Man of Polish Ecology ('2014).
