Doctor of Laws, attorney-at-law, expert on public-private partnerships (PPP) and energy performance contracting (EPC). He has advised on more than twenty completed PPP and EPC projects, including the first government project and hybrid projects.
He is a co-author of the government's PPP Guidelines and Energy Performance Contracting (EPC) Guidelines.
He is also an assistant professor at the University of Warsaw, Faculty of Law and Administration, and is the author of numerous publications on PPP, concessions, public procurement, and local government finance.
